Richardson has two kinds of neighborhood organization, and it helps to know which one you are before planning holiday lighting. A 2014 Dallas Morning News report, citing city data, counted 62 associations in Richardson: 24 mandatory homeowners associations, concentrated in the newer part of the city known as the Panhandle, and 38 voluntary neighborhood associations spread through the older neighborhoods.

A group like that typically focuses on the main entry points and leaves individual streets to residents.

The Reservation is organized the same way. The neighborhood lies along Coit Road and Campbell Road, and its residents' group renamed itself a neighborhood association because it had never operated as a mandatory HOA. Voluntary dues mean a smaller, more variable budget, so a proposal written by location lets the group fund one entrance at a time.

Mandatory HOAs own more of what they light. Fairways of Sherrill Park lies between the Sherrill Park golf course and Crowley Park, south of Renner Road and west of Jupiter Road, and its HOA maintains the landscaping and common areas. Breckinridge Park Estates has an HOA with a community pool and a beautification program. Homes.com also names the Knolls at Breckinridge, Wyndsor Estates and Mackenzie Meadows among the HOA communities near Breckinridge Park. Where an association owns its walls, medians and amenity buildings outright, the scope is easier to define.

Richardson's season begins in early December. The city's tree lighting, Santa's Village and Christmas parade all arrive then. Boards and neighborhood associations that want entrances lit in time should request a site walk in early fall. Most start with one entrance. The written proposal lists each location separately, so a voluntary association can approve the most visible entry in the first season and add others as dues allow. The lighting is leased, so there is no equipment to buy, store or replace between seasons.

 

How quickly do you respond if entrance lighting goes out?
